Such a policy will strike a responsive chord with the people of ‘Western Canada, who are not particularly favourable to any policy of} restrictive tariffs, or other forms of restraint on trade, and who firmly! believe that the proper policy for this Dominion to pursue is to offset tariff action by other countries against Canada by further reducing tariffs on) British goods and thereby assisting to substitute British-made goods for those of other countries. x The success of such a policy lies largely with the individual -Canadiau citizen. He can make it a success by stipulating when mafing any purchase that, first, he must have an article made in Canada, and, if that cannov be obtained, second, that it be British-made.
