Every Thursday THE BIRD REFUGE AT SUMAS Decidedly practical and humane is the action of provincial officials in providing 4 game sanctuary adjoining the reclaimed lands of Sumas—an effort, we are sure that will be approved by all sportsmen and lovers of wild ife. Hunters found wild fowl scarce this year, especially ducks, only a few scattered flocks of which were to be found along the Sumas and Fraser Riv- ers inethat region. Drainage of the.lake bed and surrounding lands is now so complete that a month’s rain is needed to create ttractive resting and feeding grounds for the south-flying birds. Such places will be so accessible te huiters from now on, that there is jroqaise of the birds being harried to extinction or ont of the district. Forseeing this possibility, an area of nearby land several square miles in extent has-been set aside by the Government as a bird refuge. This new reservation is situated outside the dykes, and extends almost from the pump- ing station at the base of Sumas mountain, out.to the Fraser river—a piece of low-lying territory practically useless for any other purpose than that for which it is set aside, It is iy i i, and a id section of it is intersected by slough waters from the Fraser—in fact a soggy wilder- ness of willows and mud flats that should be a most agreeable harbor for thonsands of water-fowl. In this isolated place the birds ean rest, feed and multiply without interferance from any other than their natural enemies, and the flights and natural overflow from this prospective ‘colony’ should ‘provide enough occasional shooting in the future to satisfy those hunting on the prairie and adjoining lands. Notices were posted around the area last aveck and a resident warden appointed to see that the law is obeyed. ; Game bird life is practically extinct in vast areas of the United States, as suitable now as they were in tie past for bird propagation, were it not for slaughter by hunters and lack of sanctuaries. After studying the matter for many years, and with a complete experience of the various-methods of conservation tried at different times, the American Game Conservation & Pro- pagation Society favors game refugeS above all other measures to conserve feathéred game life. The trouble seems to be that a man’s soul mate isn’t his sole mate. PAYING FOR EDUCATION OF UNITED STATES' LEADERS Many of us listened with enjoyment to the fine inaugura] speeches attendant to ceremonies of opening the new University of British Columbia Duildings. It was all very inspiring, and stirred our feelings. Undoubtedly British Columbia, in common with the other provinces, had every reason to be proud of her university and schools. They compare favorably with those of most other countries, And very naturally they cost us a lot of money. For instance, this new university rl involves a capital expenditure of about $3,000,000 and will cost to maintain, it is es- timated, at least $750,000 each year—a very considerable tax prospect for each family head in this province, when’ one reflects upon our provincial popu- lation. . There is some satisfaction in knowing that our money provides a good educational system, But little comfort is to be found in the knowledge that our ultimate reward for enormous expense we meet in connection with these facilities is to nee the largest number of our best-trained young men and Women migrating to the United States as soon as they graduate, there to make permanent home and assume American citizenship. LEARNING is an ornament in prosperity, a refuge in adversity, and a provision in old age—(Aristotle). A TENDER SORE There ix one aggregation in the Dominion, however, determined to do its part in keeping Canada’s population. That is the Civil Service Commission. Indeod, given a sufficient latitude, they would ,have us all “working for the government.’” Those not familiar with the way in which government office staffs earn their wages should ,if opnortunity offers, get a close view of Ottawa's catacombs of officialdom, or almost any provincial government headquarters. Ono will find upon enquiry that these office personnels have developed into clan or family groups, where the all-embracing endeavor appears to be the spreading-out of every piece of ‘work’ over the Jargest number of employes possible. And while the taxpayers are being bled to death, and industry is crippled by government levies, the Civil Service Commission is working over- time to provide jobs for more political heelers for their election work, thus to swell the army of office barnacles, a fair majority of whom could not hold down a job with the average business concern. A country of but eight million people, yet Canada’s governmental a in numbers of Great ministrative staffs are almost the size neither of the political parties asking relief to taxpayers from this wasteful parently not daring to propose prunihg Britain. support at this time offer any tangible spending of the people’s money—ap- in such sensitive quarters. / ee Sayages so degraded they mind their own business and don’t bother their neighbors have been found living peacefully in Siberia.
