JUNE 09, 1908 SUPRESS NEWSPAPERS FOR INCITING SEDITION Simla, June 9.- The Vice-Regal Council after strong speeches by Lord Minto, Viceroy of India, and other members of the Council emphasizing the urgency of dealing with sedition outbreaks yesterday adopted two emergency measures. The first is known as the Explosive Bill. It provides measures against the suppression and conspiracy. The second, the Press Bill, empowers the suppression and confiscation of newspapers inciting to criminal acts. Lord Minto was careful to explain that both of these bills should be regarded as exceptional measures to meet an exceptional situation. He added that if they were found to be not strong enough some measure more severe would be adopted.
