Add onion and celery. Fry until onion is golden brown. Add beef. Cook over low heat, stirring continually, until beef no longer looks red. Stir in canned tomatoes, rice, chili powder, salt, pepper and parsley. Mix together well. Spoon into but- tered casserole dish, cover. Add salt and papper and % tsp. chili powder. Cook well and add 1 can cream of mushroom soup, and 1 can tomato sauce. Simmer 5 minutes and pour over cooked macaroni, Sprinkle with cracker crumbs and grated cheese.
